The BIS was formed by the Federal Reserve banks—which sought to expand their control of financial systems to a global scale. Some writers, such as Carroll Quigley, have theorized that the BIS was part of an international plan to create a world system of financial control held in private hands to dominate the political system of each country and the world economy itself
